When `TotalPolicyValue` is reported at least one of the underlying values of `TotalPolicyValue` MUST also be reported. When at least one of the underlying values of `TotalPolicyValue` is reported `TotalPolicyValue` MUST also be reported. `TotalPolicyValue` MUST be equal to the summation of the underlying values.
